As illustrated below, and by other available solutions, this application will convert a percent to a decimal number.   

In order to convert a percent to a decimal, the given percent should be divided by 100 in accordance with the meaning of percent.  The result of doing so causes the decimal point to move two places to the left in the given percent.

Notably, all whole numbers can be represented with a decimal point and a placeholder 0 to the right of the decimal point.  For example, 8% = 8.0%.  And moving the decimal point two places to the left might also require an additional placeholder 0.  In the case of 8.0, moving the decimal point two places to the left would require another placeholder 0 to the left of the decimal  point with the result of 0.08, or 8% = 0.08.
